Frequently Asked Questions About Local Law 152
Who needs a Local Law 152 inspection in NYC?
Local Law 152 generally applies to New York City buildings with gas piping except one- and two-family homes and other buildings classified in Occupancy Group R-3. Covered buildings with active gas piping must complete periodic inspections according to their Community District cycle.
Which Community Districts are due for Local Law 152 in 2026?
Buildings in Community Districts 4, 6, 8, 9 and 16 are in the 2026 Local Law 152 inspection cycle. The inspection must be completed by December 31, 2026.
Who is allowed to perform a Local Law 152 gas piping inspection?
The inspection must be performed by a NYC Licensed Master Plumber or by a DOB-registered Journeyman Plumber who has completed the required training and is working under the direct and continuing supervision of a Licensed Master Plumber.
What does a Local Law 152 inspection include?
The inspection covers exposed gas piping that is open to view, from the point where the gas piping enters the building through its connections to gas-using appliances. Required areas are also surveyed for evidence of gas leaks. Gas piping and gas equipment inside individual dwelling units are generally outside the inspection scope.
What happens after a Local Law 152 inspection?
The inspection entity provides the owner with the required inspection report and certification within 30 days. The owner must generally submit the certification to the NYC Department of Buildings within 60 days of the inspection. Additional filings may be required if conditions identified during the inspection need to be corrected.
What if my building does not have gas piping?
If the building contains no gas piping system, an inspection is not required. The owner must instead submit the applicable no-gas-piping certification to DOB. Under current rules, this certification only needs to be submitted once unless gas piping is later installed.
What if my building has gas piping but no active gas service?
A building that still contains gas piping but no longer receives gas service and has no gas appliances connected may qualify for an alternative documentation process instead of an inspection. The required no-service documentation must be submitted during each applicable inspection cycle.
What are the penalties for missing Local Law 152?
Failure to submit the required certification by the applicable filing deadline can result in a civil penalty of $1,500 for a three-family building or $5,000 for other covered buildings.
Can I get an extension for my Local Law 152 inspection?
Owners who cannot complete the required inspection by their December 31 cycle deadline may be eligible to request a 180-day extension through DOB. Only one extension is permitted per inspection cycle.
When is a newly constructed building first required to comply with Local Law 152?
Qualifying new buildings generally begin their periodic Local Law 152 inspection requirement during the tenth year after the building’s certificate of occupancy is issued.
