Navigating Local Law 97.
New York City’s Local Law 97 sets annual greenhouse gas (GHG) emissions limits for buildings 25,000 square feet and greater beginning in 2025. A buildings’ GHG limits are a function of the building space use type(s) coupled with corresponding square footages.
Local Law 97 (LL97) requires annual filing regardless of whether a building is above or below its GHG limits, for both initial reporting periods, 2024-2029 and 2030-2034.
The reporting deadline for the LL97 2025 reporting year is May 1, 2025, however, building owners that need more time to file reports can file an LL97 extension request until August 29, 2025 (previously June 30) which would extend the LL97 reporting deadline to December 31, 2025.
While most buildings may be under their 2024 GHG limits, GHG limits drop for the 2030 reporting period. It is estimated roughly 80% of buildings are over their 2030 GHG limits making it important to begin planning now.
