NYC Department of Buildings Annual Boiler Inspection
NYC Building Code requires all boilers in buildings with six or more apartments, or any mixed use or commercial building, be inspected annually. A violation could be up to $1,000 a year.
- Low Pressure Boiler Inspections begin on January 1.
- High Pressure Boilers need to have an external and internal inspection done within the same year, but six months apart.

NYC DEP Boiler Triennial Registrations
The NYC DEP requires all boilers 350,000 BTU/hr to submit a renewed registration or certified combustion test triennially. Building owners who have boilers equal to or greater than 2.8 million BTU/hr must self-maintain five years of records that document the annual inspections and combustion tests.
Annual combustion efficiency tests conducted by a qualified combustion tester using a calibrated combustion analyzer. Test results must be submitted with the application in order to renew the certificate to operate the boiler.
Remember, overhauling your burner will increase efficiency and could avoid costly repairs and down time in the winter.
NYC DEP Annual Backflow Prevention (BFP) Inspections & Testing
New York State requires an annual inspection and test of backflow prevention devices. The testing must be completed prior to the anniversary of its installation, and must be done by a NYS Certified and Licensed BFP Assembly Tester. Penalties could be $300 per year and/or termination of water services.

Local Law 84 and 133: NYC Annual Benchmarking
Buildings over 25,000 square feet must report the energy and water usage of the building to the city every year. It is due on May 1.

Local Law 87: Boiler System Testing and Combustion Tests
Buildings over 50,000 square feet need to have periodic energy audits and retro-commissioning measures as part of the Greener, Greater Buildings Plan (GGBP). Building owners must complete an Energy Efficiency Report and file it electronically every 10 years.

Local Law 88: Lighting Upgrades and Sub-metering
New York City’s Local Law 88 (LL88) requires buildings over 25,000 square feet to upgrade their building’s lighting systems and install electrical sub-meters in tenant spaces by January 1, 2025.
Complying with LL88 helps reduce energy consumption, lowers your building’s utility costs and encourages energy-saving behaviors.

Local Law 97: Reduce Greenhouse Gas Emissions
Passed in April 2019, NYC Local Law 97 aims to reduce greenhouse gas emissions. LL97 says most buildings over 25,000 square feet must meet new energy efficiency and greenhouse gas emissions limits by 2024. Stricter limits will come in 2030. LL97 sets a goal for New York City to achieve a 40% reduction in greenhouse gas emissions by 2030, and 80% by 2050.

Local Law 152: Gas System Inspections
Gas piping systems in all buildings must be inspected at least once every four years. The inspection must be done by a Licensed Master Plumber (LMP) or someone working under the direct supervision of an LMP.
Inspection schedule:
January 1, 2024 – December 31, 2024:
- Buildings in Community Districts 1, 3 and 10 in all boroughs
January 1, 2025 – December 31, 2025:
- Buildings in Community Districts 2, 5, 7, 13, and 18 in all boroughs
January 1, 2026 – December 31, 2026:
- Buildings in Community Districts 4, 6, 8, 9, and 16 in all boroughs
January 1, 2027 – December 31, 2027
- Buildings in Community Districts 11, 12, 14, 15, and 17 in all boroughs
