Local Law 152

What is Local Law 152?

Local Law 152 was created in 2016 to increase the safety of gas lines in New York City and to prevent dangerous leaks and explosions. With requirements initially taking effect January 1, 2020, the law requires gas piping systems in all NYC buildings (except buildings classified in occupancy group R-3) to be inspected by a Licensed Master Plumber (LMP) or a qualified individual working under the direct supervision of an LMP, once every four years. The inspection includes all exposed gas piping from point of entry into the building, gas service meters, and piping in public spaces, such as hallways and corridors, as well as mechanical and boiler rooms. The inspection does not include gas piping within tenant spaces.

If your building does not contain a gas piping system, you will still be required to file a certification from a registered design professional that the building contains no gas piping system. This certification would follow the same inspection schedule below.

Local Law 152 Inspection Schedule

The inspection schedule is organized by community districts. See the inspection schedule below.

  • Buildings in Community Districts 1, 3, and 10 to be inspected from January 1, 2024 to December 31, 2024.
  • Buildings in Community Districts 2, 5, 7, 13, and 18 to be inspected from January 1, 2025 to December 31, 2025.
  • Buildings in Community Districts 4, 6, 8, 9, and 16 to be inspected from January 1, 2026 to December 31, 2026.
  • Buildings in Community Districts 11, 12, 14, 15, and 17 to be inspected from January 1, 2023 to December 31, 2027.

Preparing for an Inspection

Once you have confirmed your building inspection due date, it’s important to schedule your inspection early enough to allow ample time for potential repairs and corrections.

During the inspection, the LMP will be looking for imminently dangerous conditions such as gas leaks, carbon monoxide detection, piping deterioration, atmospheric corrosion, and risks of fire or explosion. Immediate action will be taken if any dangerous conditions are discovered.

Within 30 days of your inspection, you will be provided with a Gas Piping System Inspection Report. This report outlines the results of the inspection and will list any necessary repairs and any unsafe conditions that need addressed.

Within 60 days of your inspection, you must file the inspection report with the Department of Buildings (DOB). Failure to file a certified inspection before the due date may result in a civil penalty of $10,000 and an additional $10,000 fine every year it is not filed.
