Local Law 152: Gas Pipe Inspection NYC

Local Law 152 was enacted in 2016 to improve gas line safety and reduce the risk of leaks and explosions in New York City buildings. Taking effect on January 1, 2020, Local Law 152 requires all buildings in NYC, except those classified in occupancy group R-3, to undergo gas piping system inspections every four years. These inspections must be completed by a Licensed Master Plumber (LMP) or a qualified technician supervised by an LMP. Compliance with Local Law 152 is mandatory; failure to comply can result in severe penalties.

 

LL152 Inspection Requirements

Under LL152, inspections must cover all exposed gas piping from the building’s point of entry to the gas meter and extend through public spaces, including hallways, corridors, boiler rooms, and mechanical rooms. Inspections do not include gas piping inside tenant units.

If your building does not contain a gas piping system, you’re still required to file a certification from a registered design professional stating there is no gas piping system present. This certification follows the same Local Law 152 inspection schedule.

 

Local Law 152 Inspection Schedule

The community district schedules inspections. Refer to the breakdown below to determine when your building’s inspection is due:

  • January 1, 2025 – December 31, 2025: Districts 2, 5, 7, 13, 18
  • January 1, 2026 – December 31, 2026: Districts 4, 6, 8, 9, 16
  • January 1, 2027 – December 31, 2027: Districts 11, 12, 14, 15, 17
  • January 1, 2028 – December 31, 2028: Districts 1, 3, 10

 

LL152 Compliance: What to Expect

To stay compliant with LL152, it’s best to schedule your inspection early. Energo’s in-house LMPs will assess your building for:

  • Gas leaks and carbon monoxide hazards
  • Piping deterioration or corrosion
  • Immediate fire or explosion risks
 

If any dangerous conditions are found, Energo will take swift action. You’ll receive a Gas Piping System Inspection Report within 30 days of the inspection, detailing any required repairs and conditions found.

The report must be filed with the New York City Department of Buildings (DOB) within 60 days. Missing this deadline can result in a $10,000 fine, with an additional $10,000 added each year of noncompliance.

If your building does not have a gas piping system, you are still required to comply with Local Law 152. A registered design professional must file a certification with the NYC Department of Buildings stating that your building does not contain any gas piping.

If you fail to complete and file the required Local Law 152 inspection by your due date, you may face a civil penalty of $10,000. If the report remains unfiled, additional fines of $10,000 per year can be issued. It is essential to stay on schedule to avoid these penalties.
